| 1989 National Program
Evaluation
The U.S. Department of Energy's (DOE's) Weatherization Assistance Program
(the Program) was created in 1976 to deliver energy conservation services
to low-income Americans. DOE sponsored a comprehensive evaluation of
the Program in the early 1990's that was performed by the Oak Ridge
National Laboratory (ORNL) and was based primarily on data collected
from the 1989 Program Year. A total of 12 reports document the overall
evaluation and the various studies that comprised the evaluation. Links
to these reports are provided below along with other materials that
summarize the reports, the data collected under the evaluation, or the
data collection surveys used by the various studies.
