| 2006 National Program Evaluation The U.S. Department of Energy's (DOE's) Weatherization Assistance Program
(the Program) was created in 1976 to deliver energy conservation services
to low-income Americans. DOE sponsored a comprehensive evaluation of
the Program in the early 1990's that was performed by the Oak Ridge
National Laboratory (ORNL) and was based primarily on data collected
from the 1989 Program Year (see
1989 National Program Evaluation). In more recent years, ORNL has
conducted four metaevaluations of the Program for DOE using studies
conducted by individual states (see
2005 Update to the 1989 National Program Evaluation). In 2005, DOE
announced through its Weatherization Program Notice 05-1 that it would
undertake a new national evaluation of the Program. A summary of and links to materials pertinent to the 2006 National
Program Evaluation are provided below. These include the preliminary
