Four metaevaluations were performed by the Oak Ridge National Laboratory (ORNL) to update the findings from the national evaluation of the US DOE Weatherization Assistance Program (WAP) performed in 1989. These metaevaluations used data collected from other studies of weatherization efforts performed for various states following the 1989 National Evaluation. The metaevaluations focused primarily on energy savings in homes heated by natural gas because the large majority of state-level studies addressed that fuel. For reference, the 1989 National Evaluation measured an average savings of 13% in pre-weatherization natural gas consumption for all end-uses in homes heated by natural gas. - Estimating the National Effects of the U.S. Department of Energy’s Weatherization Assistance Program with State-Level Data: A Metaevaluation Using Studies from 1993 to 2005 (ORNL/CON-493) – The 2005 metaevaluation estimated the average savings in pre-weatherization natural gas consumption to be 22.9%. The 2005 metaevaluation used 38 individual state-level evaluations performed between 1993 and 2005 that covered 19 states (including the District of Columbia).
- Metaevaluation of National Weatherization Assistance Program Based on State Studies, 1993-2002 (ORNL/CON-488) – The 2002 metaevaluation estimated the average savings in pre-weatherization natural gas consumption to be 21.9%. The 2002 metaevaluation used 37 individual state-level evaluations performed between 1993 and 2002 that covered 18 states (including the District of Columbia).
- Metaevaluation of National Weatherization Assistance Program Based on State Studies, 1996-1998 (ORNL/CON-467) – The 1998 metaevaluation estimated the average savings in pre-weatherization natural gas consumption to be 19.6%. The 1998 metaevaluation used 10 individual state-level evaluations performed between 1996 and 1998 that covered 8 states (including the District of Columbia).
- State-Level Evaluations of the Weatherization Assistance Program in 1990-1996: A Metaevaluation that Estimates National Savings (ORNL/CON-435) – The 1996 metaevaluation estimated the average savings in pre-weatherization natural gas consumption to be 23.4%. The 1996 metaevaluation used 17 individual state-level evaluations performed between 1990 and 1995 that covered 13 states.
