Framework for Incorporating Social Cost of Carbon in Weatherization – This document provides a framework for incorporating [avoided] social cost of carbon (SCC) when calculating cost effectiveness of energy measures under the U.S. Department of Energy Weatherization Assistance Program (WAP). The framework describes the relevant metrics, calculation methodology, and implementation approach that can be adopted by any energy audit software for use under the WAP.

Modified Fuel Price Indices calculator– Spreadsheet-based calculator for generating regional and national modified fuel price indices based upon Energy Price Indices from 2023 Annual Supplement to NIST Handbook 135 and WPN 22-10 Option 2. Output available for easy inclusion in Weatherization Assistant Version 8 (WAv8), Weatherization Assistant web-based (WAweb), or other WAP energy audit software using fuel price indices. Additional output available for WAv8 to generate modified 25yr fuel price indices that facilitate analysis of 30yr lifetime measures.

Window Leakiness Guidelines – Guidelines on how to determine the degree of leakiness associated with windows based on the type of window. The degree of leakiness must be input on all windows in the “Leakiness” field found under the Windows tab of NEAT and MHEA.

United Inch Best Practices Calculator – Calculator to determine a cost to be entered in the Additional Cost field found on NEAT’s Window form to adjust for differences between NEAT’s estimated installation cost for windows and storm windows (which is based on a cost per square foot of window area) and an installation cost based on United Inches (which is more commonly used by installation manufacturers and installers).

Fuel Conversions – Instructions on how to convert the cost for natural gas in units of $/MBtu, $/therm, or $/ccf into units of $/Mcf as needed in the Setup Library, and how to convert energy use of natural gas, propane, kerosene, and fuel oil into therms as needed on the Utility Bills tab of NEAT and MHEA.

Fuel Costs – Guidance on how to determine local fuel costs needed in the Setup Library using the US Energy Information Administration (EIA) website, utility information, and utility bills.

Installation Cost Calculation Examples – Examples and guidance on how to calculate installation costs needed in the Setup Library for NEAT associated with the installation of insulation and windows.

NEAT Data Collection Form – Alternative energy audit assessment form to the form provided in NEAT that was developed by Rick Lucas, Texas.

MHEA Data Collection Form – Alternative energy audit assessment form to the form provided in MHEA that was developed by Rick Lucas, Texas.

NEAT and MHEA Audit Data Collection – Alternative energy audit assessment form that combines the two alternative forms identified above into one form, that was developed by Rick Lucas, Texas.

Billing Adjustment Feature – Guidelines on how to use the billing adjustment feature provided in NEAT and MHEA to tailor the list of recommended weatherization measures based on the actual energy use of the house.
